TMA Conducts IGF Staff Audit to Enhance Payroll Integrity

Tema: The Tema Metropolitan Assembly (TMA) is undertaking a staff audit and updating records for its Internally Generated Fund (IGF) payroll staff to enhance payroll integrity.

According to Ghana News Agency, Ms. Ebi Bright, the Municipal Chief Executive (MCE), announced during a General Assembly meeting that TMA currently employs over 385 IGF staff with a monthly payroll commitment of nearly GH?400,000. Ms. Bright emphasized the need to address the assembly's low IGF wages, aligning staff productivity with payroll, and ensuring a safe and comfortable workplace to build a workforce suited for a modern city.

Ms. Bright stated, "We are currently embarking on an audit and records update for all staff on our IGF Payroll." This initiative aims to update personnel records, strengthen payroll integrity, and create a comprehensive employee database for future Human Resource (HR) management. It will establish a baseline for performance management and accountability systems and facilitate training and capacity building.

The MCE further noted that post-audit, TMA would be better positioned to match staff capabilities to roles and plan outputs. This aligns with their goal to digitize workplace and services. Ms. Bright expressed the importance of transforming human capital to ensure that staff feel safe and fulfilled at work. She emphasized that staff, particularly non-senior members, should believe in building a meaningful career in serving the Tema Metropolis and the country.

Ms. Bright highlighted that excellence would be rewarded, irrespective of political affiliation, and stressed the importance of investing in staff training for 21st-century governance and city management. She underscored that clear targets, regular monitoring, and fair consequences would foster growth within TMA. She proposed the Talent Excellence Across the Metropolitan Assembly (TEAMA) initiative to transform mindsets and capabilities in Tema's administration.

She also pointed out the need for additional legal support as the TMA's Legal Department is currently manned by only one lawyer. Ms. Bright has instructed the Heads of the HR Department and Procurement to source a retainer to support the legal department. She expressed confidence in the proactive cooperation of all TMA departments to build a culture of compliance and social regulation that restores institutional and social integrity to Tema.

Moreover, Ms. Bright noted that TMA lacks a cameraman or camera to establish a multimedia unit, which is vital in the current age for various purposes, including change communication, community interactions, and archival documentation.
