Accra: Minority Leader Alexander Kwamena Afenyo-Markin has expressed concerns over the appointment of Dr Callistus Mahama as the Executive Secretary to the President, citing a lack of communication with Parliament regarding the decision. Dr Mahama's appointment, which took effect from January 7, 2025, was made without official notification to Parliament, sparking concerns about transparency and governance.
According to Ghana News Agency, Mr Afenyo-Markin addressed the issue during a session in Parliament House on Monday, where he highlighted the necessity for the President to communicate such appointments to Parliament. He stated, "Secretary to the President, Parliament is not even aware of your appointment. Because under normal circumstances, the President is even supposed to communicate to Parliament."
Mr Afenyo-Markin emphasized that it is imperative for the President to keep Parliament informed as part of governance protocols. He voiced these concerns during the vetting of Dr Cassiel Ato Baah Forson, the Finance Minister-designate, underscoring the importance of completing the formation of the President's cabinet to ensure the smooth operation of the government.
The Minority Leader urged President Mahama to prioritize the cabinet formation process, citing the need for stability in key sectors. His concerns reflect criticism of President Mahama's 'tot-tot' or piecemeal approach to ministerial appointments, which he believes should be addressed by presenting a comprehensive list of appointments to avoid delays and uncertainty in critical governance processes.
