Archie Hesse Bows Out as GhIPSS CEO After Transformative Service

Accra: Mr. Archie Hesse has bowed out as Chief Executive Officer of Ghana Interbank Payment and Settlement Systems Limited (GhIPSS) effective 1st July 2025 after nearly two decades of service to Ghana's financial sector.

According to Ghana News Agency, Mr. Hesse joined GhIPSS in 2007 as General Manager in charge of Projects and Business Development. In this role, he led the implementation of key systems that have shaped Ghana's modern payment landscape. His early initiatives include the National Biometric Smart Card Banking and Payment System (e-zwich), vital for government social grant payments, and the creation of the Cheque Codeline Clearing (CCC) System and Ghana Automated Clearing House (GACH) for efficient corporate payments.

A significant achievement during his tenure was the 2015 launch of the GhIPSS Instant Pay (GIP) platform, which transformed interbank payments in Ghana. This system laid the foundation for the mobile money interoperability service introduced in 2018, now central to Ghana's digital payment ecosystem. In 2022, Mr. Hesse, in collaboration with the Ghana Association of Banks, implemented GhanaPay, a shared bank-wide mobile money platform, supporting banks in achieving financial inclusion.

Beyond technological innovations, Mr. Hesse's commitment to prudent financial management and strategic innovation transformed GhIPSS from a subvented entity into a self-sustaining institution. The Board, Management, and Staff of GhIPSS have extended their appreciation to Mr. Hesse for his leadership and contributions to Ghana's financial services and the Bank of Ghana's cash-lite agenda.

Meanwhile, the Board has appointed Mr. Kwadwo Ntim, General Manager for Operations and Technology, to serve as Acting CEO.
