PF serious with decentralised governance – Simwinga

FORMER Kitwe Town clerk Ali Simwinga says it has become clear that the PF’s government is serious with the implementation of decentralised governance, which is key to the attainment of sustainable development.

And Fr Richard Luonde says the proposed provincial assemblies as enshrined in the first draft constitution by the technical committee are critical to Zambia’s decentralisation plan.

During a public forum organised by the Press Freedom Committee of The Post, SACCORD and Friedrich Elbert Stiftung that discussed the topic “Provincial Assemblies: are they a solution to decentralisation?”, Simwinga said the draft constitution has at least provided a legal framework for devolution and provincial assemblies as part of the process of decentralisation which must be supported.
