Guy Scott Defects From Cartel

As the disputes within the ruling Patriotic Front (PF) heat up, Vice President Guy Scott has suddenly and abruptly decided to switch sides, appearing to abandon his support for one faction to come to the defence of Finance Minister Alexander Chikwanda.

Speaking on Radio Phoenix in Lusaka today, Dr Scott said that “there was nothing wrong that the Finance Minister has done in proposing to pay mining companies VAT refunds because it is law.”

The issue of the VAT refunds has been seen as an attempt to attack and damage Chikwanda on behalf of the “cartel” formed by Justice Minister Wynter Kabimba, Director of Public Prosecutions Mutembo Nchito, Post Newspaper owner Fred M’membe, and banker Rajan Mahtani. The pressure has increased on the Finance Minister when it became clear that he is among the preferred successors to take over in the event of the president being unable to complete his term.

By going on the radio and defending Chikwanda, Dr Scott appears to have defected from the cartel with whom he was aligned in the past. Just recently Dr Scott was openly critical of the Bemba-speaking faction of the PF, when he attacked the candidacy of President Sata’s son, Mulenga Sata, saying that he would not be able to stand for president under the parentage clause.

Speaking in today’s interview Radio Phoenix, Dr Scott said that there’s nothing wrong with the Finance Minister being a minority shareholder in a company that was registered 28 years ago, and also denied that there was any link between Chikwanda’s company and the decision to refund VAT to the mining companies.

There has been exchange of bitter words between Kabimba, Nchito, M’membe and Chikwanda in recent days, with the Finance Minister coming out to publicly demand that Nchito and M’membe repay their K14 billion debt owed to the Development Bank of Zambia.
