Finally, ECZ declares UPND winner of Lukulu West

After alleged failing to manipulate the poll, opposition UPND’s candidate in Lukulu West constituency Misheck Mutelo has finally been declared winner of yesterday’s by-election.

Lukulu West Returning Officer Christine Kasemuka declared Mutelo as winner on Wednesday evening after a long waiting with his party panicking that the ruling PF were working on rigging the poll. He polled 3, 894 votes while the PF’s Eleen Imbwea trailed with 1, 896 votes and United Liberal Party’s .

United Liberal Party (ULP) candidate Mubita Sikwa polled a paltry 61 votes.

Lukulu West has 11,889 registered voters but only 5 922 did participate in April 23, 2013 by-election.

Mutelo promised to work hard to develop the area and urged the PF government to support various developmental projects he had initiated in the area. Mutelo held the seat under the MMD ticket before his election was nullified by the High court.

The delay is said to have been caused by the terrain in the area as most polling stations could only be accessed by air. But Zambian Eye Tuesday midnight reported that the UPND had scooped the Lukulu seat while PF had picked Kapiri Mposhi.

In Kapiri Mposhi the PF candidate Eddie Musonda was declared winner at 2pm after polling 6, 614 followed by the UPND’s Lawrence Zimba who got 5, 470 with a UNIP candidate Francis Mwape only managed to receive 643 votes.

Kapiri Mposhi Constituency had a total of 12,709 ballots cast against against 84, 386 registered voters.

The two seats were previously held by MMD and were nullified by the High Court following petition of malpractices during the 2011 tripartite elections.
