COURT FINDS FORMER ZAMBIA RAILWAY DIRECTOR HAS CASE TO ANSWER ON ABUSE OF OFFICE CHARGES

LUSAKA, July 29 — The Lusaka Magistrate’s Court has found former Zambia Railways director Professor Clive Chirwa has a case to answer for failing to declare interest and abuse of authority of office.

Professor Chirwa is alleged to have recommended that his company, Clavel Incorporated Limited, be engaged to train key Zambia Railways Limited (ZRL) staff.

He is also alleged to have been paying 72,000 kwacha (one US dollar = about 5.25 kwacha) for his accommodation at Falls Way Apartments, which was above his monthly housing entitlement of 28,000 kwacha.

In his ruling, Principal Resident Magistrate Obbister Musukwa said a prima facie case had been established on both counts.

Musukwa set Aug 6, 2014 for the commencement of the defence.

Prof Chirwa is jointly charged with Regina Mwale, the former Director of Finance at ZRL, where he was Chief Executive Officer.

Mwale has promised to present two witnesses while Professor Chirwa will be the only witness in the two counts.
